Resolved Question: what can cause unsteady upload speed and poor ping test results?

ok, have a new wireless cable modem, new hub to connect my desktop to it. Ran spybot, avg, malwarebytes, and advanced system care on my computer, only thing on here is doubleclick, which seems to not dissapear no matter what i do... at www.speedtest.net i got following results testing multiple times download speed 5.30-5.40 mb/s upload speed 0.03-0.20 mb/s www.pingtest.com i dont know aything about this, but results are 0% packets lost ping 815ms jitter 120ms grade F this is the only computer online for these results, last night there was another online, I actualy got a B for grade on pingtest, but my download was around 2.80-3.20mb/s test results today on a different computer plugged into the modem directly had same test results....
